The study is subject to Ontario’s Environmental Assessment Act and will be carried out in accordance with the requirements of the MTO Class Environmental Assessment (EA) for Provincial Transportation Facilities (2000)  as a Group ‘B’ project. A Design and Construction Report (DCR) will be prepared to document the study. The  DCR will be made available for a 30-day public comment period prior to construction start. Construction is anticipated to start in 2024, subject to approvals.

A flow chart of the MTO Class EA Assessment Process. The process begins with Preliminary Design phase, which was completed in 2018. The next phase is Detailed Design, which involves evaluating and selecting preferred detailed design alternatives, and then developing preferred detailed design alternative. This step involves a Public Information Centre and the completion of the Design and Construction Report. (We are here). Throughout the Detail Design phase, there is ongoing consultation with Indigenous communities, residents, business, and agencies. Finally, the last phase is Construction, which will begin approximately 2024.
